North Star Promise Scholarship Program | NEW IN 2024

In summary, this program is new to the state of Minnesota and offers full scholarships for technical or university education starting in the fall of 2024. North Star Promise Scholarship Program

Starting in the fall of 2024, the North Star Promise (NSP) scholarship program will create a tuition and fee-free path to higher education for eligible Minnesota residents at eligible institutions, acting as a “last-dollar” program. This will be achieved by covering the remaining balance of tuition and fees after other scholarships, grants, stipends, and tuition waivers have been applied.

By making college accessible and affordable, NSP is intended to have a positive impact on several fronts:

  • Help stabilize enrollment at Minnesota’s public higher education institutions;
  • Act as an economic engine for Minnesota by educating skilled workers who are much needed to fill vacancies in the state’s workforce;
  • Create a viable path to higher education for Minnesota residents who may have previously thought that education was not a possibility for them.

We estimate that this program will impact 15,000–20,000 students in the first academic year.

Eligibility Requirements

Eligible students must:

  • Be Minnesota residents.
  • Have a family Adjusted Gross Income (AGI) as reported on the Free Application for Federal Student Aid (FAFSA) or the Minnesota Dream Act Application below $80,000.
  • Attend a Minnesota public higher education institution or a Tribal College.
  • Not be in default on a state or federal student loan.
  • Be enrolled taking at least one credit.
  • Meet Satisfactory Academic Progress (SAP) standards.
  • Not have already earned a bachelor’s degree.
  • Be enrolled in a program or course of study that applies to a degree, diploma, or certificate.
